Abstract

In recent years, safety has become a key factor in travel decisions. The main aim of the study is to position tourism safety and security within the strategy-making and marketing communication practices of the European Union member states. The authors examined safety through the content analysis of tourism development strategies. They employed a quantitative research design to analyze the frequency of occurrence of terms related to 13 topics, while a qualitative study was used to show the dimensions of public, technical, health, orientation, and consumer safety. In the framework of further content analysis, the authors also examined the tourism safety and security aspects published in the documents available on the websites of the national tourism agencies. The results of the study show that terms related to public safety were most prevalent in the member states’ strategies, and countries primarily identify tourism safety with public safety within which they have formulated objectives mainly concerning crime and terrorism.
