A bizalom próbája: a VIBER ISO 20022 migráció likviditási hatásainak megszakított idősoros elemzése

A tanulmány a Magyar Nemzeti Bank által működtetett Valós Idejű Bruttó Elszámolási Rendszer (VIBER) ISO 20022 üzenetszabványra történő átállásának likviditási hatásait vizsgálja. A kutatás célja annak feltárása, hogy a 2025. október 27-i élesítés okozott-e kimutatható strukturális törést vagy tartós trendváltozást a magyar bankrendszer VIBER aggregált záróegyenlegeiben. Az elemzés megszakított idősoros (Interrupted Time Series, ITS) szegmentált regresszióra épül, amelyet ARIMA-modellekkel végzett robusztussági vizsgálatok egészítenek ki. A kezdeti regressziós eredmények átmeneti egyenlegcsökkenést és migráció utáni trendváltozást jeleztek, azonban az ÁFA-fizetési időszakokat kontrolláló modellekben az átmeneti hatás elvesztette szignifikanciáját. Az autoregresszív szerkezetet kezelő ARIMA-modellekben sem a migrációhoz kapcsolódó sokkhatás, sem a migráció utáni trendváltozás nem bizonyult robusztusnak. Az eredmények arra utalnak, hogy a megfigyelt egyenlegmozgások jelentős része az idősor belső dinamikájával és az adófizetési periódusokhoz kapcsolódó likviditási átrendeződésekkel magyarázható. A banki likviditáskezelőkkel készített interjúk szintén megerősítették, hogy az átállás nem igényelt rendkívüli likviditáskezelési alkalmazkodást. A vizsgálat alapján a VIBER ISO 20022 migráció jelentősebb likviditási zavarok nélkül valósult meg, ami a projekt szakmai előkészítésének sikerességére és a jegybank iránti magas piaci bizalomra utal.
